Itapúa hugs the Paraná River along Paraguay's southern flank. Its capital, Encarnación, is the cleanest, calmest city in the country and the surprise-favourite of foreign retirees — a 130k-person beach town with an international bridge to Posadas (Argentina), a six-kilometre river beach, and a downtown that feels more European than the rest of Paraguay. Inland, the Jesuit ruins of Trinidad and Jesús are UNESCO sites; the rural department holds century-old German, Ukrainian, and Japanese farming colonies.

What Itapúa is

Encarnación was rebuilt in the 2010s when the Yacyretá dam raised the Paraná's water level — the old downtown was relocated, the new costanera (riverside boulevard) was engineered with sand beaches and palm-lined boardwalks. The result is a city that does not look or feel like Paraguay: low buildings, wide streets, almost no slums, very little graffiti. Inland, Itapúa is mostly farmland — soya, wheat, yerba mate. The town of Hohenau (German colony, founded 1900) sells some of the best yerba mate in the country.

Three reasons. Crime — Encarnación has the lowest violent-crime rate in Paraguay, notably lower than Asunción. Cleanliness — the costanera is swept daily, beaches are blue-flag certified, water is treated. Border — when you need a tier-1 hospital, university, or international flight, Posadas (Argentina) is across the bridge in 20 minutes. Add to that the carnival in February (the country's biggest) and a permanent population of about 1,500 foreign retirees from Argentina, Germany, Spain, and Brazil, and you have a city that punches well above its size.

Hohenau, Bella Vista, La Paz

Inland Itapúa holds three of Paraguay's oldest immigrant colonies: Hohenau (German, founded 1900), Bella Vista (Brazilian-German, mate plantations), and La Paz (Japanese, founded 1936, still produces some of the country's best soy). These towns are time capsules — German is spoken in Hohenau's Saturday market, Japanese is taught in La Paz's school. Property prices are higher than rural average (US$ 800–1,500 per hectare vs national US$ 300–600) but quality of life is correspondingly higher: paved roads, schools, internet.
