Guairá is the smallest department in eastern Paraguay but punches above its size on quality of life. The capital, Villarrica, is a 50,000-person university town with a complete colonial centre, a working downtown, and a calm, polite, almost European feel. Yataity to the north makes the country's best ñandutí lace; Independencia to the east is a German colony with a respected wine tradition. The Ybytyruzú range gives Guairá the only mountains worth the name in eastern Paraguay.

What Guairá is
Villarrica was founded in 1570 and retains its colonial grid + central plaza. Today it hosts two universities, a working seminary, the country's only opera house outside Asunción, and a respectable food scene anchored on parrillas and pizzerias. Independencia (population 5,000), 50 km east, is a German + Polish colony founded 1919 — wine cellars, German bakeries, paved streets, Lutheran church. Ybytyruzú (Cordillera del Ybytyruzú) is a 700 m range with hiking and cool nights.
