上巴拉那省。 三国交界、美元经济。

Alto Paraná wraps around the Paraná River where Paraguay, Brazil, and Argentina meet. Its capital, Ciudad del Este, is Paraguay's second city and the country's commercial engine — a free trade zone where dollars are accepted everywhere, Brazilian shoppers cross the Friendship Bridge by the millions, and a working-age population of Lebanese, Korean, Chinese, Brazilian, and Indian merchants quietly runs most of the import-export economy.

01 / overview

What Alto Paraná is

Alto Paraná has two faces. Ciudad del Este (CDE) is loud, commercial, polyglot, and oriented entirely toward the Brazilian border 5 km away. Outside the city, the department is one of Paraguay's richest agricultural zones — soya monoculture, cattle, and the Itaipu hydroelectric dam (the world's second-largest, jointly owned with Brazil) which generates 90% of Paraguay's electricity. Hernandarias and Presidente Franco are dormitory cities for CDE; Minga Guazú hosts the international airport (AGT).

02 / why people move here

The Alto Paraná case

Three reasons. First, the dollar — most leases are quoted in USD and most retail accepts both PYG and BRL alongside it, which insulates you from local-currency wobble. Second, Brazil access — São Paulo is a 90-minute flight from AGT; Foz do Iguaçu (which has direct flights to Lima, Lisbon, and Santiago) is a 30-minute drive. Third, business — if you import, export, or run any kind of regional trading operation, CDE's free trade zone is the most cost-efficient base in South America.

04 / healthcare

Hospital options

CDE has two strong private hospitals: Hospital Internacional and Sanatorio del Este. They cover most specialties; for tier-1 procedures (cardiac surgery, oncology, transplants) most residents fly to Asunción or cross to Foz do Iguaçu in Brazil. Public hospital in Ciudad del Este is functional but overstretched; expect to use private.

  • Hospital Internacional (CDE) — best private option
  • Sanatorio del Este (CDE) — strong outpatient + maternity
  • Hospital Regional CDE (public) — overstretched, free for residents
  • Cross-border to Foz do Iguaçu (Brazil) for tier-1 procedures

05 / safety

How safe Alto Paraná is

CDE has a reputation for smuggling and contraband — the Brazilian + Argentine federal police treat the area as a money-laundering hotspot. For a resident living in Hernandarias, Presidente Franco, or one of the closed neighbourhoods (barrios cerrados) west of CDE, day-to-day safety is similar to suburban Asunción. The downtown shopping district and the Friendship Bridge frontage are the high-risk zones — petty crime, scam attempts. Avoid them at night.

06 / who it fits

Best for

  • Import-export entrepreneurs

CDE's free trade zone, cheap warehousing, and cross-border logistics are unmatched in South America.

  • Brazilian-leaning expats

If you want to be close to São Paulo / Curitiba / Rio without paying Brazilian taxes, Hernandarias is the move.

  • Asian + Lebanese diaspora

CDE has decades-old Korean + Lebanese + Chinese communities with their own schools, places of worship, and networks.

  • Single nomads with USD income

Cheapest dollar-quoted rent in Paraguay, fast direct flights to Brazil + Lima.
