What Alto Paraná is

Alto Paraná has two faces. Ciudad del Este (CDE) is loud, commercial, polyglot, and oriented entirely toward the Brazilian border 5 km away. Outside the city, the department is one of Paraguay's richest agricultural zones — soya monoculture, cattle, and the Itaipu hydroelectric dam (the world's second-largest, jointly owned with Brazil) which generates 90% of Paraguay's electricity. Hernandarias and Presidente Franco are dormitory cities for CDE; Minga Guazú hosts the international airport (AGT).

Three reasons. First, the dollar — most leases are quoted in USD and most retail accepts both PYG and BRL alongside it, which insulates you from local-currency wobble. Second, Brazil access — São Paulo is a 90-minute flight from AGT; Foz do Iguaçu (which has direct flights to Lima, Lisbon, and Santiago) is a 30-minute drive. CDE has two strong private hospitals: Hospital Internacional and Sanatorio del Este. They cover most specialties; for tier-1 procedures (cardiac surgery, oncology, transplants) most residents fly to Asunción or cross to Foz do Iguaçu in Brazil. Public hospital in Ciudad del Este is functional but overstretched; expect to use private.

How safe Alto Paraná is

CDE has a reputation for smuggling and contraband — the Brazilian + Argentine federal police treat the area as a money-laundering hotspot. For a resident living in Hernandarias, Presidente Franco, or one of the closed neighbourhoods (barrios cerrados) west of CDE, day-to-day safety is similar to suburban Asunción. The downtown shopping district and the Friendship Bridge frontage are the high-risk zones — petty crime, scam attempts. Avoid them at night.
