San Pedro. Big, rural, sparse.
San Pedro is one of the largest eastern departments by area but one of the least developed. Subsistence farming, low literacy, weak roads outside Route 3. A few brasiguayo and Korean farming pockets exist; otherwise the department is overwhelmingly rural Paraguayan with few foreign residents. Land is cheap; everything else is harder.

What San Pedro is
A large, mostly empty department covering Paraguay's northern interior. The Jejuí River runs through it. Roads off Route 3 turn to dirt fast; 4×4 is helpful in the wet season. The capital town has 25,000 people, basic services, one private clinic.
